Arms Modernisation and Defence Industry

Back in 2009, the Indonesian military (TNI) kick started modernisation programme under the so-called Minimum Essential Force (MEF) which is scheduled to be completed by 2024. The programme does not only aim to modernise TNI’s military platforms, but also to develop further the military’s organisation and structure. The formation of Joint Regional Defence Command (Kogabwilhan) and new military division encapsulate the development. Moreover, the recent geopolitics dynamics around the globe certainly urge Indonesia, especially Indonesian armed forces, to reinforce its capability in the face of a wide range of defence and security challenges. Meanwhile, Indonesia’s COVID-19 situation has shown some improvements, though the number of cases remain fluctuating. The TNI itself has been playing a paramount role in supporting COVID-19 management in the country. The involvement reflects civilian authority’s dependency towards TNI’s capability to quell non-traditional security threats.

In this workshop, we will explore these three main questions: How does contemporary global and local challenges shape TNI’s military operations other than war (MOOTW)? What are the challenges the country’s defence industry to support the fulfilment of MEF programme and its development to enhance Indonesia’s arms modernisation? How does Indonesia build its post-MEF defence development?
